Job Overview


Provides assistance with clinical leadership and coordination of department of Clinical Services behavioral health outpatient services across multiple program sites. Ensure continuity of clinic operations. Responsible for routine collaboration with Clinical Services Director to review departmental performance reports, including PQI, semi-annual reports and annual reports obtained from supervisors directly responsible for assigned programs/services and plans for program sustainability, expansion and development.

  • Communicate, promote and monitor department’s integrity and ethical performance, consistent with the Catholic Charities’ Corporate Compliance Program, Code of Ethics, legal mandates & labor laws, managing contractual/funder regulations and accreditation standards, regulations and policies and procedures (e.g. COA, BBB)
  • Assist Clinical Services Director in developing, implementing and enforcing uniform department procedures to ensure effective fiscal performance, including accountability of clinical supervisors to routinely review & utilize monthly financial statements to keep program within approved budgets and make fiscally informed decisions regarding program and personnel patterns/assignments
  • Lead and mentor clinical supervisors in departmental strategic planning (including program development, staffing patterns & personnel performance), evaluating quality performance and risk concerns, and continuous improvement of (via short-term and long-term service delivery initiatives and strategies) internal systems/procedures & fiscally sound practices to yield effective, efficient and quality service
  • Assist the Department Director and clinical supervisors with setting goals and standards, and in promoting continuous quality improvement (PQI) processes
  • Ensure department diligence with comprehensive service tracking via central database and meeting/exceeding standards and regulations with electronic health records; Routinely review, analyze data sources, for both reporting (internally and to key stakeholders) and opportunities for securing funding
  • Assist clinical supervisors in coordinating and integrating the clinical services provided by independent contractors, i.e. psychiatrists and psychiatric nurse practitioners
  • Assist Department Director with cultivating and expanding strategic, strong & resilient relationships with key stakeholders, service and funding partners to ensure effective service coordination & collaborative solution-building, as well as to identify, explore and develop opportunities to enhance, market, and expand existing services and programs throughout WNY
  • Assist in investigating and resolving untoward incidents and service/program complaints
  • Conduct required provisional and annual performance evaluations of clinical supervisors; maintain performance accountability and implement corrective supervisory action as warranted
  • Routinely meet with Catholic Charities’ (CC’s) Department Directors, including PQI, to collectively exchange goals, activities and strategies to support intra-agency collaboration for CC’s comprehensive well-being
  • Represent Catholic Charities of Buffalo and the Clinical Services department at community and professional committees, meetings and events; Actively participate on CCB steering committees (Risk Prevention Management) and in agency-sponsored events and Diocese-sponsored events. Chair agency committees as warranted
  • Perform other duties as requested by Department Director



EDUCATION:  LCSW (LCSW-R preferred), or equivalent, and CASAC-2


  • At least five years’ quality clinical leadership experience in a health or human service setting with knowledge of state/county regulatory requirements of child welfare and mental health.
  • At least two years of administrative leadership experience with fiscally-informed programmatic decision-making experience and budget preparation & monitoring responsibilities



  • Evidence of exceptional interpersonal and communication (oral and written) skills required.
  • Demonstrated effectiveness with leading teams and engaging with cross-functional leadership
  • Demonstrated agility, initiative, innovative, to ability to work independently and efficiently (effective organizational and time management skills), produce results, meet deadlines

and perform other duties as requested by Department Director

  • In-depth familiarity with WNY community and continuum of human services (health, behavioral health and social services) systems, organizations and resources
  • Fluent in various computer applications (e.g. Word, Excel) and electronic database systems; experience with graphic reporting applications preferred



  • Requires travel – must possess valid NYS driver license and agency-required level of auto insurance coverage and be able to travel as needed within the eight county WNY region.
  • Must be prepared to work a flexible schedule in order to participate in agency-related activities/events that may take place outside of typical business hours.
